Tupara is a Massey University business studies graduate, Chartered Accountant, and member of the New Zealand Institute of Directors. Tupara was appointed as Chief Executive of Ngati Whatua Orakei Whai Maia Limited in October 2012. The Auckland-based company manages tribal development for Ngati Whatua o Orakei across health, education, heritage and culture, resource and environmental management, tourism and community building initiatives including housing. Tupara maintains his ministerial governance appointments to FairWay Resolution and Te Puia - the New Zealand Maori Arts and Crafts Institute.

Tupara is of Ngati Whakaue descent His father was a secondary school teacher and his mother worked in a clothing factory in his home town of Rotorua. He is a Massey University business studies graduate, Chartered Accountant, and member of the New Zealand Institute of Directors. Prior to his appointment as Chief Executive, Tupara worked in the health sector in the areas of finance, funding and contracting, was Group Manager Maori Strategy for Crown Research Institute Scion, and owned a business incubator company focused on governance and strategy. Tupara has also held a number of directorships including ministerial appointments to Waiariki Polytechnic, Lakes District Health Board, New Zealand Maori Arts and Crafts Institute, and Fairway Limited - a dispute resolution company. He was also a trustee of Ngati Whakaue Assets Trust, and a director of CNI Iwi Holdings Limited.
