United Way Vice-President, Tse Ming Tam grew up in abject poverty. He and his five brothers and sisters scrounged around restaurant alleys for food, and Tse Ming was functionally illiterate through age 25. His personal struggles have informed his life work, combatting poverty in the Bay Area. And it is because of his visionary work that he was recently awarded $25,000 as a finalist for the James Irvine Foundation Leadership Award.

Tse Ming Tam joined United Way of The Bay Area in September 2006 as the Vice President of Community Investment. Mr. Tam manages the Financial Stability Partnership portfolio which focuses on helping households reduce debts, build income, and build and protect assets. Prior to joining the United Way, Mr. Tam was a Program Director at the National Economic Development and Law Center (NEDLC), prior to the organization's name change. While at NEDLC, Mr. Tam helped transform the organization's sector demonstration project into a field of practice, with over 400 practitioners and investment by the Department of Labor. He also helped create the National Network of Sector Partners (NNSP), a national membership-based organization and project of the Insight Center, that provides information and resources to the sector field. Prior to joining the Insight Center, Mr. Tam served as the Acting Director for Chinese for Affirmative Action (CAA), a nonprofit civil rights advocacy organization promoting equal access to housing, education, employment, contracting and public services. During his tenure as Acting Director, CAA received President Clinton's Community Excellence Award.
