"The ESPLOST payments have been in an unpredictable upward and downward trend since December 2006," said Lowndes County Director of Finance Dr. Troy Davis.
After personally meeting with representatives at the State Department
of Revenue in February, Davis
and members of the LBOE were also told that a new calculation system was being used.Still, without the calculation formula being used by GRD, neither system can rightfully check the state's math as allocation amounts decline.
"We were told by the State that this change in the collection process made the previous four months prior to December payments higher than the average, due to accelerated collection and payments through the use of the new collection process," said Davis
."Therefore, an adjustment was forthcoming in the December and January 07 payments.However, over the next six months, the expected and anticipated collection and payment should have been at or above the $1,000,000.00 per payment amount."
Contrary to what was implied to Cason, the State Revenue Department
told the Lowndes system that "Lowndes County and Valdosta
was experiencing a 10 to 12 percent economic growth," according to Davis
