Trinell Bowman, who chairs the PARCC Accessibility, Accommodations, and Fairness Operational Working Group, emphasized that these proposed accommodations represent two years of work by PARCC states to ensure that all students have equitable access to the PARCC assessments.
"The draft manual represents significant work to drive towards consensus among PARCC states. The states are to be commended for taking this important step," said Bowman, Program Manager with the Maryland State Department of Education.

Trinell Bowman, who co-chairs the PARCC operational working group on Accessibility, Accommodations, and Fairness, emphasized that these accommodations will give students with disabilities a greater opportunity to show what they know and are able to do on the online assessments.
"The proposed policy continues to build upon PARCC's commitment to providing access to students with disabilities through the use of various technology resources. In addition, the eligibility criteria will continue to expect the Individualized Education Plan (IEP) Team to use measurable data to make informed decisions regarding an individual student's need, as well as the mode of delivery for the accommodation," said Bowman, program manager with the Maryland State Department of Education.

The use of technology for these writing access accommodations will greatly assist schools with flexibility and reduce the need for staff members who would otherwise provide these accommodations," said Bowman, Program Manager with the Maryland State Department of Education.

Trinell Bowman, who chairs the PARCC working group on Accessibility, Accommodation and Fairness, said the policies were driven by what is expected of students in the Common Core State Standards and the claims of the PARCC summative assessments.
"These eligibility criteria will require all schools to address a student's need through research based interventions and IEP goals, and these accommodations will give students a greater opportunity to show what they know and able to do on these assessments," said Bowman, Program Manager with the Maryland State Department of Education.
