"There's always room for improvement in everything," Colvard said.
Colvard, with the trade association, says he has heard the same alarming reports that proponents of the cuts cite, scenarios where home-care companies approach customers about having free house-cleaning whether circumstances justify it or not.

"We were surprised it was this strong," Tracy Colvard, director of government relations and public policy for the Association for Home & Hospice Care of North Carolina, said about the governor's recommendation.
He said a large number of people in the program would not meet the criteria for needing extensive assistance but still dependent on the in-home help for basic tasks like bathing and changing clothes. Many of them would face moving to nursing homes or assisted living facilities, if lawmakers were to approve Perdue's recommendation, Colvard said.
He said home care agencies now plan to appeal to legislators, who return to Raleigh next month to debate the budget, to leave the program intact.
