According to Pacific Daily News files, GFD Assistant Fire Chief Tony Rabon said last year that new fees were needed so the agency wouldn't be strapped for cash.
He said the community should expect better services once the department has money to spend. But Rabon said the ambulance fees couldn't be implemented until the fire department received a Medicare license that would allow them to charge.

Assistant Chief Tony Rabon resigned last week in the middle of an internal affairs investigation regarding alleged missing radios, said GFD spokesman Capt. Joseph Flores.
At the time of his resignation, Rabon was the field chief for the Emergency 911 Communication Bureau. Last November, an emergency medical dispatcher filed a complaint against Rabon over missing radios, Flores said. During GFD's investigation, Rabon was on medical leave and the department was unable to contact him. Because GFD was unable to contact Rabon, Flores said the time limit for the investigation ran out and the case was forwarded to the Guam Police Department's Government Corruption Task Force. Flores said Rabon was the second highest ranking official to resign.

Because Assistant Fire Chief Rabon was on medical leave since November of last year and turned in his resignation last week, the fire chief says the department was unable to ask Rabon about the missing equipment.

According to GFD Spokesperson Assistant Fire Chief Tony Rabon, the vehicle has a faulty hydraulic system.After is was purchased several years ago, the company GFD purchased it from went bankrupt.He says they have had a difficult time finding properly trained personnel to fix the engine.
