College: Prater graduated from Southern Methodist University and the Washington University School of Medicine. He served his residency in ophthalmology at that school and at Barnes Hospital in St. Louis. Work: Prater has practiced eye surgery in Springfield since 1987 and is a partner at Mattax-Neu-Prater Eye Center. Community work: Prater is immediate past president of the Community Foundation of the Ozarks and former president of the Foundation for Springfield Public Schools. He is a volunteer physician with The Kitchen Inc. and serves on the board of the Visual Rehabilitation Center of the Ozarks. He is a former board member of the Springfield Area Chamber of Commerce and Springfield Little Theatre.

A review of the 1975 Falcon yearbook -- which features many photos taken by Prater as senior school photographer -- shows myriad other interests ranging from swimming and medicine to exploring the language and customs of other cultures.

Prater, the only incumbent running for the Springfield school board, was raised in the southeast part of the city by parents who prized giving back.
"My mother told me there are unmet needs in your community and it's your community and you need to get out there and meet them," he said.

Prater and his wife, Kim, a radiologist, settled in Springfield and have two daughters. The youngest is a high school senior and the oldest, who graduated in 2008, is at Duke University.
He served on the boards of the Springfield Little Theatre and the Springfield Area Chamber of Commerce but found a passion serving as president of the Foundation for Springfield Public Schools.
While serving in that capacity and as president of the Community Foundation of the Ozarks, he developed a deeper understanding of the district as a microcosm of Springfield.
"I saw where some of the needs are, not just in the schools but in the community," he said. "It was eye-opening."

Concerned about improving the district and the quality of the future work force, Prater ran for school board three years ago.
"We see in so many larger cities, the inner schools decay, people migrate to the suburbs and in the short-term that may not be an issue but the long term, left unchecked, it leads to decay in the city," he said. "We have to have a strong core here or we're not going to be an effective city. And if we don't produce the future policemen, nurses, teachers, attorneys, physicians, whatever they may be... we begin that slow spiral down."
Prater said a desire to stop the "doughnut effect" spurred him to run again.
"I am most passionate about the quality of our community," he said. "We cannot maintain quality of life and economic vitality in Springfield without an innovative, accomplished school system."
Prater, who is working on an effort that will provide more eye care to the indigent locally, has been involved in many community service projects. He recently traveled to Tanzania with Askinosie and 13 Central students -- including his younger daughter -- as part of the Cocoa Honors program.

Prater has a collection of more than 50 maps from spots he has traveled around the globe. The favorites are framed on a large wall in the Weller Street home he recently restored just down the street from where his parents live.
He frequently runs and rides his bicycle.
Three years ago, Prater and Michael Hoeman ran for the two open seats, so campaigning wasn't necessary.

Prater, board vice president, said he has gained experience with the state budget and various governance issues during this term. He has also developed legislative contacts in Jefferson City.
"Unless we step forward and educate them as to what our needs are, what our issues are here, I don't think we can expect them to respond to our needs," he said.
As part of the board, Prater said he has been called on to make tough decisions to offset less revenue during the economic downturn.
"I have to be held accountable for being a current board member, and I'm going to get more scrutiny and I expect it," he said.
