Todd Karry, president and CEO of Energy Fundamentals Group, explained to council the firm partnered with AMEC Environment and Infrastructure to work on the project, both hired by Bruce Telecom.
said the "cornerstone" of their study is called the Fatal Law Analysis, which looks at any major issues that could occur and prevent the project from being completed.
said the analysis looks at the design of the facilities, including transmission and distribution, routing, contractibility, market support and cost estimates.
"We determined there were no fatal flaws, as we described them, identified at this point in the study that would preclude this project from proceeding," said Karry
was not speaking to the economic or financial feasibility, but simply from a technical design point-of-view.
presented some of the numbers associated with the project.
The total capital cost of the facilities would total $97.2 million, with an annual cost of service about $8.2 million.
said the delivery cost per GJ (gigajoules) would be $5.23 with the annual load about 1,578 GJ.
also compared different sources of energy for residential areas and its cost.
said the annual cost for natural gas is about $962, oil is $2,690, propane is $2,754 and electricity is $2,484.
said the numbers were based on the average annual energy requirement per home and the relative averages of the prices of gas, oil, propane and electricity.
reinforced the presentation was from a technical standpoint and not a economic feasibility study.
"What will dictate the viability of this project is really firming up and planning out the market commitment," he
said community members need to speak up and support the project to move forward.
"My judgement would be that there is an economic case that can be made here," he
Councillor Jacqueline Faubert asked what other types of fuel options should be looked at.
said compressed natural gas could be another option, but more options "need to be explored further."
said the next steps will be to create a fully formed business plan, or business model, if the councils wish to proceed.

Todd Karry, president and CEO of EFG, explained that the firms conducted a fatal flaw analysis of Union Gas' proposal, specifically looking at design, routing, constructability, market validation, and taking into consideration cost estimates.
They also conducted their own study to look at alternative options for distribution.
said that, from a design stand point, everything checked out.
noted that the facilities design, which includes transmission and distribution, includes "sufficient delivery capacity to serve the ultimate project loads with accommodation for modest growth, considering the seasonality of loads and peak-hour use per customer."
The design accounts for residential customers, industrial and commercial customers and the Bruce Energy Centre
Based on earlier surveys indicating that a majority of residents and businesses would convert to natural gas, Karry
said there is a compelling case for natural gas in this region.
said there are options that could reduce costs, including forming a contract with Union Gas or a facility in the area to deliver compressed gas.
