Tim Horner has the distinction of being the first Administrator of the Village of Springville.
The Village created, by local law, an administrative form of government and appointed Tim
in August 1999.
As Administrator, Tim manages all the day to day operations as well as serving as Village Clerk/Treasurer.
Prior to becoming a public servant he was a partner in a local accounting firm and has over 25 years experience as Treasurer and accounting manager with both property casualty and excess lines insurance companies most of that with Merchants Insurance Group.
In addition to being a past president of the NYS Society of Municipal Finance Officers he is also a member in the NYS Association of City and Village Clerks, NYS City/County Management association, NYS Government Finance Officers Association, NYS Conference of Mayors & Officials, and NYS Public Employer Labor Relations Association.
When he is not busy managing the affairs of the Village of Springville he serves as a President on the boards of Bertrand Chaffee Hospital, Jenny B. Richmond Nursing Home, Treasurer of Concord Industrial Development Agency, and a member of the Springville Area Chamber of Commerce Board of Directors.
In addition to serving these boards he has been President of Springville Kiwanis Club, Treasurer of Springville Area Habitat for Humanity, and is a member of American Legion Post # 431.
family moved to Springville in June 1987.
He has two Children, Beth a cast member at Walt Disney World and Dan who is an attorney in New York City.
