Winters is the head of Ashe County's honor guard, which Surry's was modeled after. Winters received the helmet and contacted Phenix to fashion a shield for the front of the $525 helmet.

Tim Winters, Code Enforcement Officer for Ashe County said that as a registered trailer under N.C. Department of Transportation standards, Stanley's trailers met the requirements and that, he as well, saw no difference in Canoe trailers and a construction company trailer.
"When they go to a build site they park their trailers where they can be seen from the road because they want people to know who is building it. Under the ordinance, at least to me, his trailers are not being used solely for signage. They meet the requirements. Winters said he had witnessed the trailers being used and not just parked.
