Tim Elwell serves as President and Chief Executive Officer of Qualidigm, responsible for overseeing the strategic direction of the company while spearheading the development, communication and implementation of effective growth strategies to secure the organization's sustainability and business development potential. He works directly with Qualidigm's Board of Directors and staff to ensure the ongoing fulfillment of the company's mission to advance the quality, safety and cost-effectiveness of health care.
Prior to Qualidigm, Tim served as the Vice President for Misys Open Source Solutions, LLC, a division of the London-based software company Misys plc. In this role, Tim led the company's open source strategy and development efforts in support of healthcare products and service offerings. Before Misys, he worked for the IBM Corporation for 11 years, where he began his IBM career at the renowned T.J.Watson Research Center. At IBM, he held international positions in business development, mergers and acquisitions, and sales management. Prior to IBM, Tim was the Deputy Director for Columbia University's Center for Advanced Technology that promoted technology transfer activities for the Departments of Medical Informatics and Computer Sciences. Previous operations roles included Vice President of Technical Operations and Operations Director for Raytel Medical and Medtronic, Inc., respectively. Tim started his career at the Albert Einstein College of Medicine as a Certified Cardiovascular Technologist.
In addition to serving as the President of the Qualidigm board, Tim is presently on the boards of eHealthConnecticut (Connecticut's Regional Extension Center), the American Health Quality Association (AHQA), the Connecticut Partnership for Patient Safety, and the Connecticut Choosing Wisely Collaborative. He serves as an advisor and mentor to students at UCONN and Quinnipiac. Most recently, he was made an Incorporator at Connecticut Community Care, Inc.

Tim and Joy live in downtown Hartford. They have three adult children.
Tim graduated from the City University of New York at Baruch College with an MBA in General Management and an undergraduate degree from Siena College in Biology. He began a PhD in 2011 and expects to earn his degree in Organizational Leadership from Indiana Wesleyan University in 2015. His chosen dissertation topic examines the relationship between emotional intelligence and the creation of trust in accountable care organization (ACO) leaders' teams.

Qualidigm CEO Moderates Expert Health Panel Urging Public to ‘Lead by Example; Commit to Planning Your Advance Care Now’ – Qualidigm

In recognition of the country's seventh National Healthcare Decisions Day, Qualidigm President and CEO Tim Elwell moderated a panel of state, national, community and healthcare leaders who passionately joined their voices and resources to educate the public about the importance of advance care planning, including "advance directives."

Despite the Patient Self-Determination Act of 1990, which affirmed the right of every U.S. citizen 18 or older to declare one's healthcare wishes through an advance directive, estimates show that only one-quarter of Americans have them. This equates to millions of Americans who have yet to plan their medical, personal, emotional and spiritual needs for their final life-stage. The ramifications are significant since studies show that about 70 percent of Americans will be unable to make medical decisions for themselves at some point in their life.
"Who will speak for you if you cannot speak for yourself due to a health emergency," Elwell asked the crowd that attended a public meeting held at the State of Connecticut's Capitol in Hartford. "There are so many benefits to being prepared by informed decision-making, which will empower your loved ones to carry out your plans with the complete confidence that they are 'doing the right thing,'" he said.

Elwell joins Qualidigm from Misys Open Source Solutions in White Plains, NY, a division of the global financial services and software provider Misys PLC, where as vice president he led the development of the world's first standards-based, open-source Health Information Exchange (HIE). At Misys Open Source Solutions, Elwell operated at the forefront of the health care software industry, providing interoperability and health information exchange solutions coupled with governance and consulting services.
Previously, Elwell was the national sales director of IBM's State and Local Global Business Consulting Division based in New York City where he oversaw national sales activities for the world's leading provider of computer products and services. Other positions held at IBM included numerous business development and M&A positions.

Elwell currently serves as Commissioner for the Certification Commission for Health Information Technology and on the Board of Stewards for Open Health Tools (OHT), a multi-stakeholder group of open-source advocates. Elwell earned a Bachelor of Science Degree from Siena College, Loudonville, New York; and a Master of Business Administration Degree from The City University of New York, NYC. Elwell expects to complete his Doctorate in Organizational Leadership from Indiana Wesleyan University, Marion, IN in 2014.
