The final irony in 19th Century cycle of Plains Indian wars may be that Thomas Twiss, agent to the Oglala Lakota in 1855-1861, had the Oglala Lakota, tthe Sicangu Lakota, the Cheyenne, and the Arapaho signed up for reservations and annuities in 1860 (!) and Congress declined to pay $115,000 for the annuties and spiked a deal, which the Indians probably would have honored.
