Thomas L. Siebert served as the United States Ambassador to Sweden from 1994-1998. On September 3, 1998, he was appointed Chairman of the 1998 International Telecommunications Union (ITU) Conference. The Conference convened in Minneapolis from October 12 - November 6, 1998. As Chairman of the ITU, he was responsible for presiding over the plenary sessions and the Conference's Steering Committee, maintaining control of the meetings and working closely with the ITU's Secretary General and other members of the ITU staff. Ambassador Siebert also was called upon to be a backroom negotiator to bring diverse views to a compromise. He has served as a Washington, DC telecommunications attorney specializing in practice before the Federal Communications Commission principally in the area of new technologies. Ambassador Siebert's particular areas of expertise include: cellular telephone, broadcast television and radio, cable television and various "convergence" technologies designed to advance new telecommunications applications.
He graduated from Georgetown University in 1968 and is a 1972 graduate of Georgetown University Law School. He is a member of the Board of Visitors of Georgetown University Law School and a member of the Board of Visitors and Governors of Washington College. He also serves on the Board of Trustees of the American-Scandinavian Foundation. Ambassador Siebert's professional associations include: the District of Columbia Bar, Bar Association of the District of Columbia, American Bar Association and the Federal Communications Bar Association. He was born in Cleveland, Ohio and his residence is now in Annapolis, Maryland. He is married to the former Deborah Simpson, an economist and investment banker from Los Angeles, California.

A Washington attorney with over 30 years of private sector experience and a diplomat during the Clinton Presidency in the 1990's, Thomas L. Siebert specializes in international business and governmental affairs related to telecom, IT, renewable energy and clean technology. Thomas Siebert served as U.S. Ambassador to Sweden from 1994 - 1998 and is a member of the Council of American Ambassadors. In 1998, he served as Chairman of the International Telecommunications Union (ITU) Plenipotentiary Conference. The ITU - at the time comprised of representatives of 189 Nations - is the United Nations' specialized agency devoted to telecommunications matters and is the highest decision-making body made up of representatives of governments belonging to an international treaty-making organization. Ambassador Siebert served as parliamentarian and negotiator on such contentious issues as Palestinian membership in the ITU.
Ambassador Siebert currently serves on the Diplomatic Council on Energy Security. This Council provides advice to Securing America's Energy Future (SAFE), a nonpartisan, not-for-profit organization committed to reducing America's dependence on oil and improving U.S. energy security.
Ambassador Siebert received a B.A. from Georgetown University and a J.D. from Georgetown University Law School.
