Tom Householder AEP Director of Safety & Labor Services "We are extremely pleased with the cooperation we had from the Building & Construction Trade unions who worked on the Mountaineer carbon capture project," said Tom Householder, AEP's director of safety & labor services. "This project was the first of its kind in the world [both capturing and storing CO2 from a coal-fired power plant]. AEP relied heavily on the Boilermakers from Local 667 to staff this project with safe, skilled craft personnel. The project was completed on time and within budget, the quality was excellent, and, most importantly, there were no recordable injuries. "This job is a shining example of what a tripartite work effort between the Boilermakers, contractors, and owners can produce," Householder said.

"We've got 100 pounds of work and we're going to try to cram it all in a 20 pound bag," said Tom Householder, Director of Construction for American Electric Power, referring clean air compliance guidelines that will require new and existing coal-fired power plants to reduce mercury emissions in two phases beginning in 2010, with a final cap in 2018.Highly trained craftsmen, supplied through Building Trade apprenticeship programs, can show up ready to go to work . "We're all under budget constraints," Mr. Householder said.Unions have the most qualified personnel and the best training programs available," said Mr. Householder.

As interviewed on ElectricTV, Thomas P. Householder, the director of administrative services for AEP, stated, "About 20% of the work on the project involved IBEW hours, so the IBEW labor was crucial to the success of the project."

Tom Householder, AEP's director of construction labor relations, investigated several approaches and found the easiest way to deliver the many skilled crafts and contractors needed to tackle these massive jobs is under a single, simplified contract. Householder says the NMA is the most consistent labor agreement, and in addition to being economical, is respected and accepted by trade unions and contractors alike. That demands, among other things, attention to superior customer service â€" something the NMAPC has won high points for, Householder said. For example, he requested a contract for a gas-turbine project at 4 p.m. one day, and by 10 a.m. the next day he had a contract in his hand. Instead of putting the project on hold for a month or more while he negotiated separate contracts with the various trade unions, he got work started the following day.
