It's hard to imagine Easton Mayor Thomas F. Goldsmith as a Quixotic. He seems too ruthless to fit that picture. The only thing gossamer about this hard man is the cobweb mentality he seeks to expoit in order to achieve his political ends.

For 20 odd years the lone Republican on Easton City Council, Goldsmith was finally defeated in 1987. He then used his position as consultant to the Easton Area Joint Sewer Authority (EAJSA) to rebuild his political base and to prepare for a run in 1991 for mayor. He used the EAJSA framework to build a political organization that he called a Congress of Governments (COG). He already had the support of The Express-Times through that paper's editor, Jim Flagg, a Goldsmith partisan.
Goldsmith fed the paper his figures of Easton's economic status, figures filled with gloom and doom.
