EAST LIVERPOOL - City department heads were advised Tuesday to ignore a temporary budget handed down by Auditor Terry Sprague that showed the city with a $1 million shortage.
Curtis said she believes some revenue has been underestimated by Sprague and that there are areas in which she made mistakes, giving as an example a projected shortage in the refuse/recycling department that actually has a healthy carryover balance.
Sprague, on the other hand, said she can only work with what she gets from department heads, and emphasized the temporary budget is just that: "A work sheet, a temporary item. She said the projected $1 million shortfall is "the result of what people turned in and that's the bottom line," and said if department heads failed to turn in everything or more than they wanted, it is not her fault.
Hopefully, the new committee members will be better able to communicate with Miss Sprague. Curtis said that, while Sprague was "probably a fine bookkeeper and accountant in the private sector," she "hasn't seemed to be able to adapt to the accounting and auditing procedure in the public sector."

There was an emphasis on the police department revenue stream, which city Auditor Terry Sprague said needs adjusting. The committee tabled a proposed ordinance which would have reduced police department appropriations by $98,908.82. Sprague said in the 2010 final budget, anticipated incoming funds for the department were insufficient to support the costs listed at $1.926 million, so the reduction was necessary and it needed to be sent to the county for review and approval. The committee discussed if McElreath's departure could help offset some of the deficit. "At this time in the year, it will only save us something like $20,000," Sprague told committee members. It was unclear if McElreath had any payout coming. The auditor insisted that the numbers given were accurate, and council needed to take up the matter to "bring our certificate into compliance. The possibility of layoffs was discussed, but Kim Woomer, head of the committee, said she wanted a clearer look at the budget picture before passing the ordinance. "Before anyone loses a job, we've got to balance the books," Woomer told Sprague. Committee member Brian Kerr said he would vote for the measure and accept police layoffs only if all other possible avenues were explored and as long as Sprague supplied all the figures. "Those are the figures," Sprague said.

EAST LIVERPOOL - A defense motion to suppress evidence and to dismiss a falsification charge against East Liverpool City Auditor Terry Sprague was denied, and the matter is now scheduled for a jury trial.
Attorney C. Joseph King represented Sprague in court, and Columbiana County Prosecutor Robert Herron is representing the state in the case.
At 9:35 p.m. Oct. 10, Sprague was arrested inside her own East Fifth Street home by East Liverpool Police Department Patrolman Fred Flati.
Sprague, 62, is accused of letting Larry A. Wolfe, 48, hide in the basement of her home.
Flati asked again, and Sprague said he was not inside the home, the initial report indicates.
Sprague was also arrested on the falsification charge.
The judge summed up the decision by saying Sprague "created her own exigent circumstances by contacting the police and requesting them to come to her residence.
