Watertown City School District Superintendent Terry N. Fralick said that when Joshua first came to him and the board with the idea, a project around the tennis courts was not on the minds of board members.
Mr. Fralick said the project has made the area around the tennis courts more aesthetically pleasing and welcoming.

Watertown City School District Superintendent Terry N. Fralick said the number reflects a changing calculation as students come and go. He said listing all public schools from downstate to upstate isnt a fair comparison.
They look at a number of across-the-board expenses and divide by number of students, Mr. Fralick said. For the 2014-15 school year, Watertown spent $16,649.38 per student, up from $14,073 in 2012. He said with the increases in contractual costs and other expenses school districts face, as well as a changing student population, the change is about right.
Some people would say thats great; others would say its not enough, Mr. Fralick said. There is a fair balance between expenditures and what educational opportunities we provide.
He said the schools rank among some of the smaller spenders in New York schools reflects that north country schools are fiscally responsible.

Watertown City School District Superintendent Terry N. Fralick said the district is grateful to receive an additional $500,000 in funding. He said he hopes the district can remain operating in the 2014-15 school year as it has this year.
“Next year it looks favorable, but we’re still facing a $4 million shortfall,” Mr. Fralick said. “After 2014-2015, it will be a tremendous challenge.”
Mr. Fralick said the funding reductions from the Gap Elimination Adjustment and the stagnation in foundation, or operating, aid has left districts like Watertown’s dipping into fund balances and reserves to keep programs intact.
“We’ve lost over $12 million over the last five to six years, and you don’t just get that back,” Mr. Fralick said.
