The City's Financial and Administrative Services Director Terri Velasquez stated that, "Key elements considered by the rating agencies included the City's economic stability; the City's large tax base with strong institutional presence; strong unreserved general fund balances; good financial policies and practices; and low debt and lease burdens."

Chief Financial Officer Terri Velasquez Terri Velasquez Chief Financial Officer Terri Velasquez was appointed Chief Financial Officer on September 8, 2008. Ms. Velasquez currently oversees the City's Human Resources Department, Information Technology Department, the Revenue and Collections Division, Procurement Services Division, and Financial Services Division. Ms. Velasquez is a native of Colorado Springs and has been employed with the City of Colorado Springs for the past 21 years. She has served in many positions with the City of Colorado Springs that includes Internal Auditor, Accounting Supervisor, Accounting Manager, and Finance Director. Ms. Velasquez holds a Bachelor of Science Degree in Business with an emphasis in Accounting from the University of Colorado and a Master of Business Administration with an emphasis in Finance from the University of Colorado. She is a Certified Public Accountant and a Certified Public Finance Officer. She is an active member in several national and regional finance organizations, and currently serves as a Board Director for the VantageTrust Company of ICMA-RC (International City/County Management Association, Retirement Corporation). She also serves as a board member on the CTU (Colorado Technical University) Accounting & Finance Advisory Board and the GFOA (Government Finance Officer Association) committee on retirement and benefits administration.

Velasquez will be promoted to the Senior Management position.Terri Velasquez joined the City of Colorado Springs Finance Department in 1987.Since 1999 she has been the Accounting and Payroll Manager for the City and prior to her promotion to manager she was the Accounting Supervisor from 1993 through 1998.Velasquez holds numerous degrees and professional certifications.She is a Certified Public Accountant (CPA), a Certified Public Finance Officer; she holds an MBA with an emphasis in finance and a Bachelor of Science with an emphasis in accounting from the University of Colorado. Ms. Velasquez will replace Finance Director Steve Hilfers, who is retiring after 16 years of service to the City of Colorado Springs."Terri is the perfect choice for this position.Velasquez will take over as Finance Director on August 1, 2004.Her annual salary will be $95,000.
