In an interview, SEC chairperson Teresita Herbosa said the corporate regulatory agency will try to assess and approve as many IPOs as it could so the companies could take advantage of the stabilizing market condition.
"We will try. The market is already stabilizing. The major correction [in global markets] seems to have ended already and the projects of the companies that will go public are also good," Herbosa said.

Teresita J. Herbosa is a Senior Partner of Angara Abello Concepcion Regala & Cruz Law Offices (ACCRALAW). She joined ACCRALAW in 1978 after graduation from the University of the Philippines with B.A. cum laude and LL.B. cum laude degrees. She was the salutatorian of UP Class �77 and recipient of the UP Class �63 Alumni Scholarship from 1973 to 1977. She ranked eighteenth in the 1977 Bar Examinations with a rating of 88.3125%. She obtained her Master of Comparative Law degree at the University of Michigan Law School, Ann Harbor, Michigan in 1980.
Ms. Herbosa is with the Litigation Department which has been consistently recognized as the best in the field. Ms. Herbosa actively handles litigation whether civil, criminal or administrative. Her areas of specialization include telecommunications, family law, land and air transportation, contract law, government contracts, public bidding and award, constitutional law and environmental law. She has handled several cases before International Chamber of Commerce arbitral tribunals and has orally argued before the Supreme Court several times. Ms. Herbosa was directly involved in cases where the Supreme Court laid down significant rulings on revival of judgment, exercise of discretion in the acceptance or refusal of bids, computation of the redemption period, obligations of an independent contractor, meaning of devaluation, the scope of the pre-trial stage in a criminal proceeding, the right to vote sequestered shares of stock, nature of a unilateral promise to sell, and the liability of a joint tortfeasor.
Ms. Herbosa held the positions of secretary and director of the Rotary Club of Makati, Paseo de Roxas and is a member of ZONTA Manila. She is a member of the Integrated Bar of the Philippines, ASEAN Law Association of the Philippines, Women Lawyers Circle (WILOCI), IOTA TAU TAU International Sorority, the Aviation Lawyers Association of the Philippines and Women in Arbitration, International Chamber of Commerce � International Court of Arbitration.
Ms. Herbosa was a participant in the European Community-ASEAN (INSEAD) Seminar on Transfer of Technology and Socio-Economic Development held in Kuala Lumpur, Malaysia in 1985. She was invited by the International Development Law Institute to attend the Seminar on Transfer of Technology: Know-How and Licensing Agreement (in Rome, Italy in 1988). She is a descendant of the country�s national hero, Dr. Jose P. Rizal and was a member of the organizing committee, International Conference on the Centennial of the Publication of El Filibusterismo �Gathering the Stones for the Edifice� in 1992. Among major international conferences she has attended are the 16th Conference on the Law of the World, Manila, Philippines, 1993, the International Commercial Arbitration in the Asia-Pacific Region Conference held in Hongkong in 1994, the TELECOMEX ASIA International Conference in 1992, and the 29th National Conference on Juvenile Justice in Houston, Texas in 2002 and the 24th Annual Meeting of the ICC Institute in Paris, France in 2004.
At the 1995 Inter-Pacific Bar Association Conference in Singapore, she delivered a talk on �Dispute Resolution�. At the LAWASIA held in Manila, Philippines, in 1996, she read a paper on �Aviation Law in the Philippines�. Another speaking engagement was before the Women�s Forum on �The Filipina in Social Transformation� sponsored by the CHS Alumnae Foundation, on 22 September 2001, where she talked about �Property Rights in Marriage�. She also spoke before ZONTA in �Property and Successional Rights of Women� and gave an informative talk on �Child Abuse� to high school students of the Rajah Sulayman Public School in Tondo. She spoke on the Philippine Experience at the Conference of Judges and lawyers in the Justiciability of Economic, Socials and Cultural Rights in Southeast Asia held in Manila, Philippines in November 2004 sponsored by the UNCHR. She is a lecturer for the Mandatory Continuing legal Education (MCLE) on trial skills and techniques and is part of the nationwide UNICEF training of members of the Philippine National Police in the investigation of crimes involving women and children. Ms. Herbosa is a professional lecturer at the College of Law, University of the on Remedial Law.
She had a weekly newspaper column on women issues and contributes to �Points of Law� for the Philippine Star. She wrote the feature guide to the legal system of the Philippines which was published in the International Financial Law Review 2001 Edition. As recognition of her accomplishment in the practice of law, the worldwide publication of the Euromoney group, the �International Financial Law Review� on the �Guide to the World�s Leading International Business Law Firms 2001 Edition� cited Ms. Herbosa as one of the top litigation lawyers of the Philippines. �ACCRALAW is generally regarded as having the best dispute resolution department, with partner Teresita J. By also writing "No more questions please," SEC Chairperson Teresita Herbosa must have found some justification in not initiating an investigation into the Aquino-Dimaculangan deal. She could not and should not be faulted for failing to review the transaction because, as an Aquino appointee, she would not antagonize her godfather.
Apparently, Herbosa had to choose between her loyalty to Malacanang and her duty to the public as the chief securities regulator. By choosing the former, she was only being practical in not displeasing the appointing power that gave her a seven-year term that started in 2011.
Because Herbosa and her fellow SEC commissioners could not and would not want to displease their chief, the public would have to wait for their respective terms to end.
