And it may not do much to reduce crime, Robinson said.
"The problem is, the evidence is mixed...on whether stronger penalties deter crime," Robinson said. "Research shows that a stronger police presence along with good community relations does more to decrease crime."
The crime-prevention provisions of the bill, he added, are not enough to offset the larger prison population that will be caused by stiffer penalties.
"He's an academician," Sen. Mike Friend of Omaha, who introduced the bill, said of Robinson.

Hank Robinson is a professor at the University of Nebraska at Omaha's Juvenile Justice Institute, which conducted the "Recidivism Reduction Treatment Center Study" that identified five different factors affecting recidivism: education/employment, substance abuse, mental health, housing and support of social networks.
