Mr. Ngung joined the Organization of African Unity in May 1977 as Political Coordinator in the Political Department.He was promoted Chief of Section of the General Political Affairs in 1979.
Before joining the OAU, Mr. Ngung was Head of the Human Resources Division from 1974 to 1977 in the National Railway Company of the Democratic Republic of Congo (DRC).Prior to that, he was Professor at Higher Institute of Social Studies and Concurrently Academic Secretary of the Institute.
He graduated in Sociology from the University of Lubumbashi in 1971
