Susan Onderwyzer is the program services director for the Vermont Department of Corrections.Though prisons already allow outside agencies - namely the Children's Aid Society and Prevent Child Abuse Vermont - to work with inmates on parenting issues, she said she welcomes outside assistance from agencies that may receive new funding as a result of any child-centered legislation."I think it's a very valuable thing for us all to be paying attention to," Onderwyzer says.Still, not every inmate should be allowed to see their children, according to Onderwyzer.No-contact visitation policies, she says, generally apply only to inmates that pose specific security risks, and they may be enforced for good reason."I also raise the concern that we not implement something that's blanket or too rigid or confining because there's always certain situations where it's not proper or healthy for a child to come visit a parent," she says.
