Hanoi, 30 September 2009 - Sue Wardell, DFID Regional Director in charge of North East Asia, today announced two DFID financial packages for Vietnam of £20 million for the Poverty Reduction Support Credit (PRSC) and £17 million for the School Education Quality Assurance Programme (SEQAP), a full-day schooling programme. This is reconfirmed in the new UK White Paper on international development, launched in July this year", Sue added. In meetings with the Vice Minister for Planning and Investment and with the Government Inspectorate, Sue underlined the importance of the UK's 10-year Development Partnership Arrangement with Vietnam (2006-15) as a basis for constructive dialogue. In addition, Sue had meetings with non-governmental organisations and the donor community. She also chaired a session at the Asian Development Bank high-level conference on the 'Impact of the Global Economic Slowdown on Poverty and Sustainable Development in Asia and the Pacific'.

Then I presented a paper on where we are up to with regard to the RMS in the light of ideas and comments made by Sue Wardell of DfID when she was with us recently.
Sue proposed that we concentrate the ship on bringing more tourists to the island and in order to give more flexibility in doing so, she said that DfID felt that we should no longer regard the RMS as the only ship capable of transporting freight to the island. The offer she made was that even though this may cost DfID more in subsidy, as long as benefits and economic growth were being derived, then it could be a worthwhile step.

Last week on February 4, Miss Sue Wardell is DFID's director of the Middle East, Asia and the Caribbean and was visited Montserrat once again, as she did exactly one year ago.
Miss Wardell said later that three of these "have now been signed off, "pointing out that these matters had been pre-discussed last December while the CM was in London. However, she touched on the problem of obstacles that delay the completion of projects. "We are very conscious of the fact that there has been a problem with getting projects through quickly," she said, blaming this on their "rigouroussystems. While speaking later on the 'road map' she poke also about challenges mentioned that there is a desire to improve the partnership between the two governments for better efficiency and effectiveness. Miss Wardell said Montserrat is a unique place.
