Steve served as the lead congressional liaison during reauthorization of the fourth version of the Prescription Drug User Fee Act (PDUFA), which was included in the Food and Drug Administration Amendments Act of 2007 (FDAAA).
was the point staff person during Congressional consideration of the Deficit Reduction Act (DRA) of 2005.
Before arriving to PhRMA he served as Associate Vice President for the Advanced Medical Technology Association (AdvaMed) where he coordinated policy development and strategy on Medical Technology issues.

Tilton also previously served as the Health Policy Coordinator for the House Committee on Energy and Commerce.
Tilton received a Masters of Social Work from the University of Michigan and a Bachelor of Arts degree in Social Work from Michigan State University.
