Steve Palmer, executive director of the Lenawee County Mission, said the recommendation approved Tuesday was an improvement over the earlier proposal.
"I certainly appreciate the planning commission's deliberations regarding that matter and those restrictions," he said. "Those are much more compatible and it makes (property in the city) much more available to agencies such as ourselves." The Lenawee County Mission has a shelter on North Broad Street and is trying to find a spot for a second location. Palmer said he couldn't say how the new restrictions might affect its search without taking a closer look at the zoning map.

Steve Palmer, executive director of the Lenawee County Mission, said the ordinance, as proposed, would have the effect of pushing homeless people away from downtown and some of the services they can find there.
"You are having the effect of pushing us away," he said.  Palmer also pointed out that organizations have different missions and deal with different segments of the population. Some work with addictions, others with mental illness, disabilities and other factors.

"When I saw 1,500 feet, I did have some concerns," said Steven Palmer, executive director of the Lenawee County Mission, which has a shelter on North Broad Street and is trying to find a spot for a second location.
"I understand where they're coming from," he said of city officials. Palmer said he believes different types of shelters are needed to meet different needs based on factors such as mental illness, addictions, disabilities, gender and whether homeless people are single or have families. "There's a multiplicity of issues that need to be dealt with, and that's quite an undertaking for a single agency," he said.
