Witnesses in the criminal case against LCTA Executive Director Stanley J. Strelish, 60, of Wilkes-Barre, and Chief Operations Officer Robb A. Henderson, 58, of Exeter have testified that public bus drivers have been padding numbers for years. Strelish and Henderson each face a string of felony and misdemeanor charges in connection to alleged "ghost riders" reported to PennDOT starting in 2007.
Prosecutors from the state Attorney General's Office allege Strelish and Henderson conspired to inflate ridership numbers, specifically records relating to the number of senior citizen riders, and also encouraged workers to repeatedly "hit the button" that drivers use to tally senior riders. PennDOT reimburses the authority for each senior-rider trip.
Defense attorneys have attempted to cast doubt on whether Strelish and Henderson had asked drivers to do it.

Stanley Strelish has been active in Luzerne County Democratic politics for decades, including past stints as treasurer of the Dupont Democratic Organization and as a member of the Third District Democratic Committee.
He said in 2003 he was inspired to pursue work in public service by his late father, John, who served as a longtime Dupont borough secretary and tax collector.
Some highlights:
• 1986-1994: Strelish was elected to two, four-year terms on the Pittston Area School Board, serving one year as board president and three years as Pittston Area's representative on the Wilkes-Barre Area Career and Technical Center board.
• 1995: He considered running for Luzerne County Recorder of Deeds but backed off when veteran officeholder Frank Castellino announced he was seeking another term.
• 1999: When Castellino opted out of running again, Strelish competed for the elected county row office.
Strelish told voters he would turn over his business, Strelish Trucking Co., to a relative if he were elected and punch a time clock to prove he was at work. Attorney C.J. Bufalino won the Democratic nomination, beating Strelish and three other contenders.
• 2003: Strelish took another shot at the county recorder of deeds seat, winning the Democratic nomination over Joseph Infantino, who barely campaigned.
• 2005: The county Transportation Authority hired Strelish for an unadvertised position as assistant executive director for $43,000. The position had been vacant for more than two years, and authority members said Strelish was the only applicant. Strelish, who attended Bloomsburg and Wilkes universities but never earned a degree, had expressed a repeated interest in the position, an authority member said at the time.
• 2006: Strelish is appointed executive director of the authority.

Prosecutors dropped 37 charges against Stanley Strelish and the suspended head of the Luzerne County Transportation Authority received five years probation Thursday for his guilty pleas to five felonies related to the "ghost rider" scandal involving the public bus service.
Dauphin County Judge William Tully also ordered Strelish, 61, of Laflin to pay a $5,000 fine and perform 100 hours of community service.
Johnson said the plea did not contain any conditions that Strelish resign or be terminated.
The charges resulted from a grand jury investigation and presentment last year surrounding passenger counts that increased soon after Strelish and Henderson took on management positions. The June 2014 presentment said the Pennsylvania Department of Transportation first noticed "dramatic increases" in senior ridership in 2007. Ten LCTA employees and several officials testified before a grand jury that determined Strelish and Henderson directed drivers to inflate the ridership numbers "by both direct orders and training, and by subtle pressure."

KINGSTON - Stanley Strelish is no longer an LCTA employee.
Strelish, the former executive director of the Luzerne County Transportation Authority, mailed a letter of resignation to the board Tuesday, solicitor Joseph Blazosek said.
"We were prepared for that and our feeling on it was that if it came to this, where Stanley would have offered his resignation, that we would go ahead and accept that," LCTA board Chairman Anthony Baldo said.
Strelish pleaded guilty earlier this month to five felony counts of tampering with public records in exchange for other charges being dropped. He was implicated in a scheme that involved drivers on LCTA buses over-counting senior ridership.
The higher numbers brought more state funding to the authority. The Pennsylvania Department of Transportation later demanded $3.15 million back from the authority.
Dauphin County Judge William T. Tully sentenced Strelish to five years of probation, a $5,000 fine and 100 hours of community service.
Strelish and suspended Operations Manager Robb Henderson were hit with dozens of felony theft-related counts in June 2014 over the scandal and were suspended without pay pending outcome of the case.
The sharp increase came shortly after Strelish and Henderson advanced to leadership positions in the authority, the presentment said.
"Our main focus was to address this situation with Stanley that's finally come to some closure for us, which is a good thing," he said.
