Sheila Maguire - Consultant has almost thirty years of experience in workforce development.
As a practitioner, Sheila founded Training, Inc. at Essex County College (ECC) a community college serving downtown Newark in New Jersey. While at ECC, Sheila pioneered the development of sector-specific certificate programs that combined credit and noncredit courses providing both skills for immediate employment and the start of a college career. Sheila served for 13 years as a senior staff person at Public/Private Ventures during which time she led the development of an approach to benchmarking performance in workforce development, headed the evaluation team for an impact study of three sector employment programs, created training curriculum for frontline job development staff, led an initiative to launch social purpose staffing agencies in the Gulf Coast, and managed a process evaluation of the California Community Colleges' effort to develop Career Advancement Academies. Ms. Maguire serves on the board of the National Skills Coalition, as an advisor to the New York City Labor Market Information Service, and as an ambassador for her hometown of Coventry in the UK. Ms. Maguire has authored or coauthored various publications. She holds a BA in adult learning from the Gallatin Division at New York University and an MS in organizational development from American University.

Sheila Maguire | National Skills Coalition Sheila Maguire Board Member Sheila Maguire Sheila is a Consultant with Sheila Maguire Consulting. Prior to starting her consulting firm, Sheila was a Senior Fellow at Program Effectiveness at Public/Private Ventures (P/PV), a national nonprofit that develops, tests and replicates social programs to improve the lives of children, youth and families in high-poverty communities. Sheila worked with leading practitioners and foundations to develop innovative programs that help unemployed and low-wage workers gain skills and access living-wage jobs. She oversaw program design, pilot projects, demonstrations, replication efforts, and the provision of technical assistance and capacity-building. She joined P/PV in 1999 to launch Working Ventures, an initiative designed to improve the practice of workforce development. Prior to P/PV, Sheila worked for Essex County College (ECC) and led Newark's replication of the Training, Inc., model. She also oversaw customized and short-term job training programs, led welfare-to-work initiatives, and developed sector-specific certificate programs leading to short-term employment and college pathways. Sheila previously worked in community development in India, Italy and Great Britain. Sheila holds a bachelor's degree in adult learning from the Gallatin Division at New York University and a master's degree in organizational development from American University. She is based in New York City. Sheila has been a member of NSC's Board since 2002.

Projects and Clients Publications & Media About Sheila Maguire Sheila Maguire began her working life as a Community Service Volunteer in Speke, Liverpool in the UK. She went on to volunteer in community development projects on the Isle of Dogs in London, the Abruzzi region of Italy, villages in Maharashtra and bustee communities in Calcutta, India. Sheila came to the United States in 1984 and founded the Newark branch of Training, Inc. at Essex County College, the community college serving downtown Newark in New Jersey. Sheila established a documented track record of placing dislocated workers, welfare recipients, people returning from prison and young adults in employment using an instructional strategy that included a focus on creating workplace simulations. While at ECC, Sheila pioneered the development of sector-specific certificate programs that combined credit and noncredit courses providing both skills for immediate employment and the start of a college career. Sheila served for 13 years as a senior staff person at Public/Private Ventures during which time she led the development of an innovative approach to benchmarking performance in the workforce development field, headed the evaluation team for an impact study of three non-profit led industry-linked employment programs, created training curriculum for frontline job development staff, and developed and implemented technical assistance projects aimed at enabling New York City non-profits and public sector workforce agencies to implement evidence-based approaches to workforce development. While at PPV, Sheila also led an initiative to launch social purpose staffing agencies in the Gulf Coast and managed a process evaluation of the California Community Colleges' effort to develop Career Advancement Academies. Since March 2012, Sheila has been offering consulting services to non profit organizations, foundations and government agencies to develop workforce development service delivery strategies that are based on research about promising or proven practice and grounded in an understanding of organizational and programmatic implementation issues. Her areas of expertise include: Program design; organizational change; group facilitation and consensus building; staff training and leadership development; strategic planning; partnership development; using data to improve performance; evaluation strategies; workforce strategies including sectoral employment; community college programming; replication; technical assistance and capacity building.
