DATE: Wednesday, May 20th, 2015 TIME: 17:00 pm - 19:00 pm LOCATION: St. Paul's university, Alumni amphitheater, Guigues Hall, 223 Main Street, Room 1124 1) Welcoming remarks… 2) The Promises and Limits of Federalism for Nation Building in Africa Bio of Shawn Houlihan: Shawn Houlihan is Senior Director at the Forum of Federations where he oversees programs throughout Africa, notably in Ethiopia, Sudan, South Sudan, Kenya and Nigeria.
Mr. Houlihan spent five years in Ethiopia over 1993-1998, first as CIDA's Governance Advisor before joining the Ethiopia Prime Minister Meles Zenawi's Office as Head of its Civil Service Reform Unit.
During 1999-2002 he was CIDA's advisor for support to the Sudan peace process and worked extensively on preparation of Sudan's Comprehensive Peace Agreement (CPA) and UNDP governance programs in Southern Sudan in 2004-05.
In addition, Mr. Houlihan had a successful academic and consultancy career.
In 2012 he was named a member of the Leadership Council at McGill University's Institute for Studies in International Development and was recently made an associate of the Centre for Creative Leadership (www.ccl.org) 3) Upcoming meeting: June 10 : our famous BBQ!

Forum of Federations - Staff
Shawn Houlihan [Senior Director-Africa] has an MA in Public Administration from the Kennedy School of Government at Harvard University and a BA and Master of Development Economics from Dalhousie University.
He spent five years in Ethiopia (1993-1998) in governance and civil service reform.
He also has extensive experience in Sudan, for Canada and for the United National Development Programme.
He worked as a consultant for the Canadian International Development Agency on matters of governance, capacity development and conflict management, including on the Middle East, Horn of Africa, Pan Africa and Southern Africa.
Shawn is currently based in Adis Ababa, Ethiopia.

Shawn Houlihan, the Forum's Africa director, briefed the participants on the Forum's activities all over the world and Dassa Bulcha, program director for the Forum's Ethiopia Office, explained the objectives and components of the Ethiopia Federalism Leadership Program.

Speakers included Dr. Bertus de Villier of Australia and Dr. Asnake Kefale of Ethiopia, who gave presentations on federalism and conflict issues; Shawn Houlihan, the Forum's director for Africa, who briefed the participants on Forum activities; and Mr. Dassa Nemomissa, Program Director at the Forum's Addis Ababa Office, who explained the Ethiopia Federalism-Leadership Program.
