Luna County Manager Scott Vinson said development on the property has been discussed for "over seven, eight years."
"It's a mixed bag," Vinson said, regarding a casino's impact on a community.
The gaming establishment would not generate tax revenues, as it would be exempt.
"They have a legitimate argument.They're claiming to be the descendants of the bands of Apache that roamed this area ... whether that entitles them to be repatriated as a tribe," Vinson said.
"The Chiricahua-Warm Springs Fort Sill Apache tribe's native grounds are in the southwest (New Mexico)," Vinson said.
