Scott Holmes, Hecht Burdeshaw Architects Inc. architect who is the point man on the project, said once the renovations are complete inmates will be secure from the moment they leave the jail to the moment they return.
"They have their own elevator to be taken to courtrooms," Holmes
said, adding inmates will be out of the public walkways until entering the court room.
The renovated building will also secure judges from the public, he
said, getting them out of public corridors and adding a back door out of courtrooms, which some in the current facility didn't have.

A 27-year veteran in the field, Holmes joined BWBR in 2001 as a medical planner with significant experience helping health care organizations program spaces that increase efficiencies and improve the delivery of care.
Board certified through the American College of Healthcare Architects, in 2014 he complete the Regents Certificate for Management Fundamentals in Healthcare Organizations at the University of Minnesota.
Holmes' work includes facilities for critical access, community, and regional hospital organizations.

co-authored a paper examining the effects of space on the outcomes for patients with mental illness.

Scott Holmes, an architect for Hecht-Burdeshaw and a member of the authority, told the DRA the date for the beginning of construction on the site near the western end of the 14th Street Bridge is still to be determined.Holmes abstained from voting on two issues associated with the Phenixian project.
In addition to the vote to extend the closing date for that property, the authority approved a change in the number of parking spaces The Phenixian would have available for the city in public parking.The city was to receive 75 public parking spaces in the original plan, but Holmes
said the design of the structure would only allow for 72 nine-foot parking spaces.
"It cannot be any more efficient (use of space) than there is now.The site's tight and we did the best we can," Holmes
