Yet Woodburn City Administrator Scott Derickson was quick to point out the decision is not a ruling against the city. The UGB amendment has not been taken off the table, he said.

"That's not what they did," Derickson said.
Derickson said the UGB expansion is critical to job creation and the city's economic vitality.
"Given this unprecedented economic downturn, Woodburn's high unemployment rate, and the potential for job creation for our community, we will continue to move this project along to the best of our ability," he said.
The process and history of the city's efforts in the expansion is "complicated," Derickson said.
He said the city is fortunate to still be able to work with investors who are "anxious to bring industrial development and jobs to the property to be included as part of the proposed UGB expansion," despite the lengthy public process associated with the case.
