Ruth Bayley - Managing Director
Before founding Bayley & Associates in February 1996, Ruth had over 15 years experience as a senior manager in the Australian Public Service and as a Supply Officer in the Royal Australian Air Force. Ruth holds the degrees of Master of Business Administration (University Medallist) and Bachelor of Commerce. She has a Graduate Diploma of Education, and numerous certificates and diplomas across a broad range of disciplines.
Ruth Bayley is highly experienced and is a recognised expert in the fields of procurement, project management and contract management. She is also eminently experienced in the design, development, delivery, and assessment of innovative competency based training. This provides Bayley and Associates' clients with access to highly practical, interesting and relevant training and consulting outcomes. Ruth designs and delivers training and assessments to clients at all levels of an organisation, from new starters to senior executives. Some of her particular strengths as a trainer are her ability to adapt the level of training to suit the staff she is working with and to make potentially dull topics come to life.
Ruth is also an author, with published articles, development of training materials at all levels and specialist materials in procurement, project management and contract management.
Ruth has worked with Government Skills Australia to consult widely with industry to review and develop new national competency standards and vocational qualifications in the areas of procurement and contract management.
Ruth is the founding CEO of the Australian Association of Procurement and Contract Management (AAPCM) and is an assessor for AAPCM certifications at all levels. She is a Certified Practising Project Director with the Australian Institute of Project Management, and is an assessor for AIPM accreditations. She is also a qualified mediator.
Ruth was an ACT finalist in the 2003 and 2008 Telstra 'Australian Business Woman of the Year' awards and 2008 Winner of the ACT Chamber of Women in Business 'Business Woman of the Year' awards.
In her spare time, Ruth enjoys languages, reading, and sharing family time travelling, working hard at the gym, and scuba diving.
Ruth is based in Canberra and holds a Defence security clearance.

Ruth Bayley of Bayley and Associates said the changes would encourage more people to pursue a career in procurement. "Before this you became a procurement officer if you didn't run fast enough - nobody joined the APS to become one," Ms Bayley said. "Little to no training was provided and it was a hard, un-exciting, under-valued and under-respected function. "This review changes all that and now a person can actively choose to become a procurement officer and plan education and a career around it." Ms Bayley said procurement was a sensitive area for Government and it was important to ensure that those in charge of evaluating and making purchasing decisions were trained and diligent. She said as a result of the changes, there was now a range of relevant and contemporary qualifications covering all levels of a career in procurement - from entry positions to senior strategic procurement management. The vocational qualifications include a Certificate IV, a Vocational Graduate Certificate, and university degrees at both Bachelors and Masters levels. Ms Bayley said the new Vocational Graduate Certificate would create a new breed of procurement professional who wasn't yet university qualified, but who would eventually complete Bachelor and Masters degrees specialising in procurement. She said while the changes had been long awaited by public sector procurement officers, it would still be some time until a significant number of high school graduates chose to study procurement at university. "The problem is that procurement as a profession still has a very low profile," Ms Bayley said. She said those already in the workforce were more likely to attain vocational qualifications. She predicted that the "first generation" of procurement professionals who had gone straight from school into a university procurement program would not arrive until about 2020. "The Government is very positive about fostering better ties between the vocational sector and universities," Ms Bayley said.
