Monie earned a bachelor of science degree in electrical engineering from Missouri S&T in 1974.
After graduation, he joined the Federal Communications Commission holding various positions, including engineer in charge of the St. Louis and Chicago offices.
In 1989, he joined Digital Radio Networks as regional director of field engineering.
then returned to the FCC
as a regional director in 1991, and worked there until his
retirement in January 2008.
He is a former chair of the U.S. Spectrum Management Monitoring Subcommittee to the International Telecommunications Union and executive committee member of the Chicago Federal Executive Board.
