After losing money month after month, Kern Medical Center has come a long way in the past two years.
"Eighteen months ago, we were losing about $3 million a month, so the county had to support us," said Russell Judd, the chief operating officer of the facility. "We had to change that. We had to deserve that money from the taxpayers, and earn it."
Judd took over the medical center in December 2013 and investigated finding better ways to collect money that was owed from insurance companies and other agencies.
"We were only collecting about $8 million and now it's around $14 million," Judd saod at the Greater Tehachapi Economic Council meeting held Nov. 4. "We also have cut the debt owed to Kern County from $120 million to $20 million."
Judd said part of the past problems at Kern Medical Center was not having the right balance of personnel.
"We're about serving people and you have to make sure you have enough staff, but not too much," he said. "Now, we have the right balance."
Other problems including trying to follow all the rules and regulations associated with being part of the Kern County budget and receiving limited funding for needed equipment and supplies.
"Sometimes we needed to move quickly for things, but we had to go through the county system, and that takes time we don't always have," Judd said. "We're hoping to change all that with a new hospital authority."
Judd reported that the Kern County Board of Supervisors passed an ordinance recently to set up a board known as the Kern County Hospital Authority.
Judd also reported that KMC is one of the top trauma centers south of San Francisco, and second only to Los Angeles County.
"We treat about 15 trauma cases every day," he said. "We also have a top obstetrics center and we're a teaching hospital, so a lot of things happen here."
Despite all the changes, Judd said the center will still care for those who can't always pay.
"We are a safety net when no one else can take these patients," he said.
