She will be responsible to the Town Council, stewards of the town's citizens.Rosales received her juris doctor degree from Arizona State University in Tempe.She also has a master's degree in social work from ASU and bachelor's degree from Northern Arizona University.She is admitted to practice law by the State Bar of Arizona, U.S. District Court of Arizona and the U.S. Court of Appeals-9th Circuit.As deputy city attorney for the City of Tempe, she supervised seven attorneys in transactional and litigation units of the civil division and assisted the city attorney with any and all matters.She is proud of her ability to transition from being a criminal to a civil litigator, where she successfully argued before the 9th Circuit (Federal Appeals Court for Arizona) in a civil rights case involving allegations of excessive force by a police officer.As a municipal lawyer, Rosales has worked on legal issues that involve city code, state and federal statutes and case law.In Tempe, Rosales dealt with diverse issues similar to those in Pinetop-Lakeside.Tempe shares jurisdiction and property with another governmental entity, Arizona State University; Pinetop-Lakeside shares property with the USFS.Like Pinetop-Lakeside, Tempe is landlocked, bordered by Scottsdale, Phoenix, Chandler, Mesa and the Salt River Pima Reservation which bring many new challenges for development and redevelopment.With her dedication to customer service, Rosales is uniquely qualified to address the issues of the entire citizenry.She brings experience in initiating a new transit facility, the construction of a transit center and light rail station that is home to the first fully operational green building in Tempe.She assisted her department in providing legal consultation for a new arts center, which should be valuable as Pinetop-Lakeside moves forward with implementation of the Master Plan.Rosales is moving to Pinetop-Lakeside to pursue professional and personal goals.She looks forward to the challenges and reward of serving the town and its citizens and creating the first town legal department.She and her husband see the benefits of raising their new little baby daughter in this special small town.

Town Attorney Rosemary Rosales said the contract includes the costs of the Arizona Attorney General's required procurement audits and even with that added in it is still $5,000 less that the town previously paid for audit services.
