The Charleston Engineers' Joint Council (CEJC) was honored to present its prestigious Engineer of the Year Award to Dr. Ronald W. Welch PhD, PE, COL (Retired), Dean of Engineering & Louis S. LeTellier Chair The Citadel. The CEJC presented the award at its annual Engineers' Week Banquet held at The Citadel on Tuesday, February 17, 2015. This coveted annual award recognizes an engineer or scientist in the Lowcountry that demonstrated significant career development and professionalism, as well as local community leadership and outreach. Engineers currently active in one of the engineering societies in the Greater Charleston, S.C. area and active in the practice of engineering for most of a career are eligible for nomination. Dr. Welch exemplified these ideals through his extensive leadership at the Citadel and through his service with the Civil Engineering Club local chapter.
Dr. Welch received his B.S. degree in Engineering Mechanics from the United States Military Academy in 1982. He received his M.S. and Ph.D. degrees in Civil Engineering from the University of Illinois, Champaign-Urbana in 1990 and 1999, respectively. He became the Dean of Engineering at The Citadel on 1 July 2011. Prior to his current position, he was the Department Head of Civil Engineering at The University of Texas at Tyler from Jan 2007 to June 2011 where he grew a new civil engineering program to have over 160 students in BS and MS CE programs. COL Welch retired from the active Army on 2007 after serving in the Corps of Engineers for over 24 years including eleven years on the faculty at the United States Military Academy. He served as an engineering platoon leader, executive officer, company commander, operations officer and teacher within the U.S. Army Engineering School educating lieutenants and captains.
Dr. Welch has been a 14-year member of American Society for Engineering Education (ASEE), is the 2006 Awardee of its National Teaching Medal and currently the Civil Engineering Division Historian after serving as the Chair, Mid-Atlantic Section and all leadership positions within the Civil Engineering Division to include Director, Program Chair, Chair, Past Chair, Awards Chair, and Nominations Chair. He has co-authored 26 out of his 66 publications within ASEE journals and proceedings with junior faculty just starting their careers.
He has been a 24-year member of the Society of American Military Engineers where he has held a number of positions to include VP for Membership, VP for Programs and is currently Senior Chapter Advisor to the SAME National College Outreach Committee.
As a 15 year member of ASCE, Dr. Welch has been a recognized leader in improving engineers teaching engineering. He has been involved in the Excellence in Civil Engineering Education (ExCEEd) Teaching Workshop since its inception in 1999. He is one of two non-ASCE staff personnel who has been involved each year to include 24 out of 31 of the week long workshops and over 90% of the mini-2-day ExCEEd workshops. These workshops have had over 700 faculty members from over 250 institutions attend. Dr. Welch has been a mentor, demonstration class provider, seminar presenter, and on multiple occasions the site coordinator for ExCEEd.
Dr. Welch has been active member of the Civil Engineer's Club of Charleston since moving to the Lowcountry. He is also a member of the Honor Society of Phi Kappa Phi, the Honor Society of Tau Beta Pi, and an SAME Fellow.

Welch is a graduate of the U.S. Military Academy at West Point where he earned a bachelor of science in engineering mechanics. He received his master's and doctor of philosophy in civil engineering from the University of Illinois.
In addition to teaching, Welch's research focus has been on behavior of structural systems, Homeland Security initiatives, teaching pedagogy and educational activities surrounding faculty development, curriculum redesign associated with the Civil Engineering Body of Knowledge, and teaching pedagogy. Since 1999, he has served as a mentor, program developer and coordinator of the nationally renowned Excellence in Civil Engineering Education Teaching Workshop sponsored by the American Society of Civil Engineers.
He served in leadership positions during two tours at West Point. After nearly 25 years on active duty he retired in 2007.
Welch succeeds Dennis Fallon, who stepped down in June after 23 years teaching and leading the engineering program.
