But American International College Public Administration Professor Ronald Kuchta says the governor is looking out for voters.
The proposed tax cut would actually cost the state about 2.4 billion dollars in annual revenue.
Kuchta says voters shouldn't let Patrick's comments influence whether they'll vote for him or not.
