One of the persons rounded up by the police in Upper Linao, Minglanilla was the son of Mines and Geosciences Bureau Caraga Regional Director Roger de Dios, who met with Lawas yesterday morning.
De Dios said that his son, Revo, was selling softdrinks, cigarettes and food items in front of their house during the cockfight when the police raided the place. De Dios identified the police team's leader as Chief Insp. Florendo Fajardo. But Fajardo, in a separate interview, denied the allegations and said he plans to counter the charges against him and his men if an investigation will be conducted. He said that the police team never forced Revo and his companions to sign the document. De Dios said that if the police intend to file criminal complaints, those should be for illegal gambling and not any drug-related charge. The government official said he talked with SPO4 Harry Anor, who assured him that the records of the surrenderers are treated confidentially and that the police made them sign the waivers so they can beat the quota for arrests set by their superiors. De Dios said he recorded the conversation on his cell phone. De Dios said he was unable to prevent the police from bringing Revo because he and his wife were not around. Revo decided not to resist the police because he was afraid of them, he added. De Dios said that Revo was a Sangguniang Kabataan official before but also described his son as "bugoy-bugoy" or capable of mischief. De Dios, however, said he is afraid someone might shoot his son and plant a sachet of shabu on him. He said that he will file complaints against the police so the records against his son and other persons would be withdrawn.

Former MGB-Caraga director Roger A. de Dios accused the MGB chief of committing "corrupt practice" by making him defy the court orders and relieving him when he did not comply for fear of being cited for contempt.

SURIGAO CITY (MindaNews/04 July)- Caraga Region Mines and Geosciences Bureau (MGB) regional director Roger de Dios, who was earlier relieved, has filed an administrative case against his superior, MGB national director Leo Jasareno.
De Dios noted he was not given a chance to air his side. De Dios said the relief order violated his right to due process, claiming also that Paje and Jasareno violated the Commission on Election ban on replacing government officials during an election period. De Dios told reporters that he filed for his reinstatement as MGB Caraga director before the Civil Service Commission last month. De Dios said his relief as Caraga MGB regional director can be construed as a form of "constructive dismissal." Although de Dios was not transferred to other regions, he said he feels the government is at the losing end since he is still receiving his salary and other benefits without doing anything but just sitting in the office. De Dios contended that his relief was against Article IX-B, Section 2, Paragraph 3 of the Philippine Constitution, which provides that "no officer or employee of the civil service shall be removed or suspended except for cause provided by law." He said he "did not disobey his superiors" pertaining to the operation of Shuley Mines in Nonoc Island, which was the ultimate basis cited in the relief order. De Dios pointed out that his issuance of OTP to Shuley Mines was in compliance to an existing writ of injunction preventing MGB from stopping the operations of the mining company. "I am just following the court order and I have informed my superiors of every action I made," he said. Shuley Mine was granted the temporary restraining order against MGB in July 2011 after the agency issued a stoppage order against the mining firm in May 2011. That injunction remains in effect, according to a draft complaint given to reporters. De Dios earlier said that when he assumed the post last October, he was obliged to follow the court order, lest he will be cited in contempt of court.

Last January 31, 2013, a team from the Social Action Center of the Vicariate of CARCANMADCARLANPAR and representatives of Nagpakabana na CarCanMadCarLanon (NnC), a coalition of several sectoral organizations and civil society groups, went to MGB CARAGA in Surigao City and delivered to MGB Regional Director De Dios a letter signed by Mayor Genito Guardo of the Municipality of Cantilan, Msgr.
This was pointed out in the letter dated 4 February 2013 of Regional Director Roger A. De Dios to Mayor Genito Guardo and the other signatories.
