CEBU City councilors allied with Mayor Michael Rama believe Councilor Rodrigo Abellanosa's seat in the City Government's scholarship committee is tantamount to conflict of interest.
The City Council approved an ordinance creating the City scholarship committee and giving Abellanosa a seat in the body, being the chairman of the City Council committee on social services.

Councilor Edgardo Labella said Abellanosa may be violating Republic Act (RA) 6713 or the Code of Conduct and Ethical Standards for Public Officials and Employees, which states that "conflict of interest arises when a public official or employee is a member of a board, an officer, or a substantial stockholder of a private corporation or owner of a business, and the interest of such corporation or business may be opposed to or affected by the faithful performance of official duty."
Abellanosa is owner of the Asian College of Technology (ACT), which is one of the school-beneficiaries of the scholarship program of the City Government.
The scholarship committee will manage and monitor the City's scholarship program.
During the council's regular session last Wednesday, another ally of the mayor, Councilor Jose Daluz III, objected to having Abellanosa in the committee.
The ordinance was filed by Vice Mayor Joy Augustus Young, Abellanosa, and Councilors Margarita Osmeña, Alvin Dizon and Ronald Cuenco.
But Abellanosa said his chairmanship in the social services committee is temporary and he is serving his last term as city councilor.Osmeña also said Abellanosa is not the only member of the scholarship committee.
15-page complaint-affidavit filed on January 23, 2013, accused Councilor Rodrigo Abellanosa of violating Republic Act 3019, or the Anti-Graft and Corrupt Practices Act, and Act 6713, or the Code of Conduct and Ethical Standards of Government Employees.
Batuhan asked the Ombudsman to investigate what he called as "highly unscrupulous and appalling corrupt practices" of the councilor and place him under preventive suspension for using his powers to amass financial gain for his school-the Asian College of Technology.
Abellanosa, a three-time councilor and a member of the City Scholarship Committee, has just filed his certificate of candidacy for the congressional seat of the second district of Cebu.He is also the chairman of the board, president, founding member and substantial owner of Asian College of Technology, an institution accredited under the city's scholarship program.
Aside from implementing connectivity in the school's technology network, the new equipment will also serve as an instrument to bridge the gap between the industry and the academe, Cebu City Councilor Rodrigo Abellanosa, ACT president said during his acceptance speech in the turnover ceremony at the ACT Cyber Tower building yesterday.
Abellanosa said the industry's efforts of providing equipment to the academe will benefit both sectors. BenefitsThe industry will benefit because students will be equipped with the education needed to prepare them for work later, and the students, for their part, will become better IT-trained individuals, thus, "bringing the gap (between the two sectors) closer," he said.The equipment were supplied by 3com Philippines, in partnership with the Ng Khai Development Corp. and the Micro Warehouse Cebu.
ACT president and Cebu City Councilor Rodrigo Abellanosa commended ACT principal Annbalelle Posadas and the student champions for their sterling performance in the Metrobank Math Challenge.He also cited Paolo Herrero's topping the written phase of the highly competitive entrance exams of the Cebu City national Science High School.
