Marcos appointed Mr Roberto S. Benedicto as chairman of Philsucom.All transaction pertaining to sugar, especially it's export, were then controlled by Marcos throught Mr. Benedicto.
In 1978, Philsucom acquired control of the republic Planters Bank (RPB).Benedicto was installed as President of the bank, at the same time he was chairman of Philsucom and President of NASUTRA.

The Regional Trial Court of Manila handed down a directive Friday to PNB and Bangko Sentral ng Pilipinas to submit within 10 days their manifestations as to their inclusion as party defendants to the cases filed against the late ambassador Roberto Benedicto and the Republic Planters Bank by Papsi way back in 1988.
Benedicto was the former chair of the National Sugar Trading Corp. (Nasutra) and the Philippine Sugar Commission (Philsucom), then the monopoly-trading arm created by the Marcos administration which planters claim resulted in the collapse and the plunder of the sugar industry.
Papsi filed the cases to recover what they alleged was stolen from them during the Marcos administration and to hold Benedicto, Nasutra and Philsucom "accountable for the crimes they committed against the sugar industry."
