Authorities said Niesen had a blood-alcohol level more than three times the legal limit on February 11, 2007, when his vehicle hit the car driven by 21-year-old Tori Heimann of Kiel.Niesen apologized for his crime."The words I'm sorry seem so insignificant," Niesen said before the Judge and Heimann's family.Niesen, the son of New Holstein Police Chief Robert Niesen, was sentenced to 10 years in prison followed by 15 years of extended supervision.
