Bob McCarthy Human Resources Director Robert P. McCarthy said the new contract provides lump-sum bonuses in lieu of retroactive wage increases for 2007 through 2010. Employees would receive 2 percent raises for 2011 and 1.5 percent raises each year in 2012 and 2013. The town also agreed to maintain current dispatcher staffing levels for the life of the contract, which runs through 2013, he said. In exchange, all dispatchers will lose two paid holidays, contribute more toward their health insurance, give up their clothing allowance and agree to supplement their work force with part timers, McCarthy said. Newly hired dispatchers also will see a lower starting wage scale, reduced bonuses for seniority and higher health contributions, among other union concessions, he said.

He said the firm, a national company with an East Amherst office, did a similar but larger program for University at Buffalo employees. Administrators there were impressed enough that they allowed employees to use payroll deduction to cover the cost of the seminars and gave the company free classroom space, he said. McCarthy said he canceled the workshops when he saw trouble brewing. "We weren't looking to start a controversy," he said.

Amherst police, in comparison, cannot cash in unused comp time upon retirement, said Robert P. McCarthy, the town's human resources director. Police union members can also sell back up to all of the 14 holidays they receive every year, McCarthy said.

The policy, drafted with the cooperation of the police union, gives the town more authority to determine who is eligible to go on disability, said Human Resources Director Robert McCarthy.
It also eliminates certain benefits - such as holiday pay, vacation benefits and other bonuses - to those officers who have been out of work for more than 18 months. Stricter language also is in place to require those capable of light duty assignments to accept them, McCarthy said. Currently, there are three police officers out on disability, receiving full pay and benefits as required by state law, Mc- Carthy said. One of those officers has been on disability for six years, he said. "There's no officer taking up that position," McCarthy said.
