"There is no doubt that Oklahoma law treats any bill establishing a new retirement system as a bill that has a fiscal impact," said attorney Bob Klausner.

(1) Ask appropriate authorities to investigate and indict the leadership of the PFPF, and Robert Klausner, and perhaps others. Request that a grand jury be convened? (2) Tell OGC in no uncertain terms to permanently ban the hiring of Robert Klausner. No exceptions. OGC hired him in 2013, and prior years, to do pension work, all the while he harmed the City and its taxpayers for his own personal gain. The OGC ignored conflicts of interest and enriched a wasteful, unethical and inept lawyer, who has been the big winner in all these disgraces - hundreds of thousands of dollars per year in fees, year in and year out, paid by the PFPF and thus all taxpayers, all whilst his client, the PFPF, lost in court. (3) Consider acting, as City Council, or as the City itself, in complaining to the FL Bar about the 2 lawyers who have hurt the City the most in recent years - Robert Klausner and Cindy Laquidara.
(8) Consider suing all PFPF officials, and Mr. Klausner, its long time general counsel, for waste, breach of fiduciary duties, etc.

There is no provision that lets them opt out," said Robert Klausner, a Florida-based attorney who specializes in representing public-pension systems across the country.
That said, Klausner said the wording of the initiative would clearly prohibit Phoenix from making payments for public-safety pensions: The initiative states that the city can only make retirement contributions to the civilian pension system for current employees and a 401(k)-style plan for future hires.
Klausner said the likely result is that the Public Safety Personnel Retirement System would have to sue Phoenix or stop crediting its police and firefighters for additional years of service. Ultimately, he said, the city is in an "impossible conundrum" that it would probably lose.
"No matter what you do, you're violating the law and welcoming a lawsuit," Klausner said.

"The council was told, in a public meeting by me and others, this would happen," said Plantation attorney Robert Klausner. "There's no question that Palm Beach is by far the worst in the state and the country for public safety pensions."
Klausner, an expert in public employee retirement planning, was the attorney to the town's police pension board during the process.
"The elected officials made a value judgment," he said.
That plan was "among the best in South Florida and near the top, if not the top of the county," Klausner said.
Everyone agreed that changes needed to be made, he said. But the cuts were far too drastic, and unlike most other cities, they applied to everyone, not just new employees.
Cuts this deep will make it harder to attract and keep high-quality candidates, he said.
"I'm a great believer in, 'You get what you pay for,' " Klausner said.
