She had wanted to reduce overtime and allow officers to perform other duties, such as patrolling the streets. "I have no objections to using constables," said Butelli, who mentioned that he served as a deputy constable in 1983 and 1984. But, as he recalled it, they lack arrest powers. Butelli said, after consulting friends in law enforcement, that he stood corrected. "My main point was it might cost more money to use constables," he said.
