REFLECTIONS - Bob Bertram, left, and Richard Pfannenschmidt, Jefferson County Mental Retardation and Developmental Disabilities superintendent, look at the minutes of the first MRDD board meeting Bertram attended 30 years ago.REFLECTIONS - Bob Bertram, left, and Richard Pfannenschmidt, Jefferson County Mental Retardation and Developmental Disabilities superintendent, look at the minutes of the first MRDD board meeting Bertram attended 30 years ago.Bertram has remained on the board since then.March is Mental Retardation and Developmental Disabilities Month.STEUBENVILLE - Bob Bertram has seen a lot of changes at the Jefferson County Mental Retardation and Developmental Disabilities during the past 30 years as a MRDD board member, but he said one thing has stayed the same - the smiles on the faces of the clients.Bertram was appointed to the county mental retardation and developmental disabilities board in 1977."I saw it as a community organization and wanted to become involved.I saw what the workshop and training center were able to do and I was overwhelmed.People (there) came up to me and shook my hand and hugged me.I was hooked," Bertram said.Bertram added the biggest change was the increased involvement by MRDD in the lives of the clients served."Now it is a 24-hour service," Bertram said.Another big change was the community based employment program.Bertram said there are now 21 clients working in the community."That to me was a goal and it was achieved," Bertram said.Bertram said the staff members have changed their focus over the years but their dedication has remained the same."The staff and management is more professional but still understanding and personable.It is like a family.It takes special individuals to work out here," Bertram said.He added the staff has set higher goals for clients and students.Bertram said the smiles on the faces of the clients is something he will never forget."This community has a nice program," he said.Bertram also has served on the Ohio Association of County Boards of Mental Retardation and Developmental Disabilities.Bertram retired after 30 years of working as a supervisor with FirstEnergy.He still works as a consultant for the company.Pfannenschmidt noted Bertram has been known to ask a lot of questions at board meetings."There are so many different facets of the program," Bertram said."Making sure the individual is getting the best care and work equipment is a big part of my job on the board.I also have to watch out for the taxpayers' money so it is put to good use," he said.Bertram said there are a lot of tools out there that can advance the learning process and the school has to keep pace with technology.He said he always asks at board meetings what can be done to make the learning process easier and quicker for the students.Bertram said the MRDD program will continue to grow, but it needs the support of the community."Take a trip out here and see what we have.It will be well worth it," he said.
