"They have cried wolf for nine straight years and we just don't believe them," Aquino said. "They refused to talk to us during the years they had money and now they want to talk to us? Almost 2 and 1/2 years ago Bob Aquino, Director of the Engineers and Architects Association (EAA), stood in front of Council on several sessions and told the Council what would happen if they continued on the path they were on.
Did anyone listen? No! Instead they listened to Butcher, Schoonover, Parisi & Mims and now look where we are. As gruff and obnoxious as Aquino appears he was right. Had all you fools heeded his warnings we would all be better off.

Bob Aquino has a long and admirable record in labor relations.
His expertise extends into the academic and business arenas, making him one of the most effective union leaders in California. This was evident to the Board of Governors when they interviewed and hired him in December 1999. Bob was awarded an academic scholarship to the University of Southern California where he majored in Political Science and minored in Economics. These areas of study would serve him well in his labor career, particularly in the City of Los Angeles. He began his labor career with the Teamsters in 1973. He worked as a Labor Representative and Organizer, where his abilities were quickly recognized and he became the President of a 15,000 member Teamsters local. His successes at the local level led to his selection as a negotiator for the National Master Freight Agreement covering more than 220,000 Teamsters across the United States. He also served as an arbiter and managed arbitration panels for the 11 western states. His knowledge of the banking business, where he became a corporate Vice-President for Coast Federal Bank, was another factor in the Board's decision to hire him, as the finances at EAA were in turmoil at the time, a situation he has corrected, turning a deficit into a surplus. EAA was fortunate to obtain his services as our Executive Director after his seven years in banking and nearly twenty years in labor. Bob personally interviews and hires the staff at EAA. Those of you who have needed the services of our Labor Representatives are quite aware that their expertise and dedication is second to none. Under Bob, the staff members at EAA, including Bob, are all dues-paying members of EAA, sharing the same COLA, vacation, holidays, and similar health and dental benefits.

EAA General manager Bob Aquino said the impacts have been felt throughout the city.
"Department officials consistently reported that they are having problems in getting their work done because of the furloughs," Aquino said. One city service that has faced extensive public controversy in the past year has been the Los Angeles Police Department's Crime Lab and its backlog in DNA testing of rape kits. Aquino said the city has had to contract out to get the work done - using more expensive private labs. Aquino also questioned the city's decision to furlough auditors who bring in money as a result of their inquiries. He said he believes the city is trying to punish his union and its members. "The city wants to make an example of EAA so Coalition of City union members are scared into voting for the ill-advised `ERIP' package," Aquino said.
