Natelli Communities Vice President Rick Boyle said the site’s infrastructure is ready to go, and that tipped the scales in favor of Urbana.
The U.S. General Services Administration (GSA) was deciding between the 65-acre Urbana tract and another location in Baltimore County. “We are as shovel-ready as you can get,†Boyle said. The center will take up less than a quarter of the tract, and Boyle said its secluded location and setback from the main roadway were some of the attractions to this site. Boyle said the GSA expects to narrow down the list of bidders to design and build the project by April 1. The Urbana Corporate Center already netted Banner Life Insurance Company, which will take possession of its 120,000-square-foot headquarters April 1. Boyle said the company most likely will have employees working there by September.

Fannie Mae already has moved into the center and Banner Life is expected to begin moving in by April and be fully operational by September, according to Rick Boyle, Natelli's vice president.

"Before we broke ground of the Village of Urbana, a number of community leaders approached us about the fact that the southern part of the county was lacking ball fields and especially open space," said Rick Boyle, vice president of Natelli Communities.
That trail is something Boyle said will help the community take ownership of the park. "The ball fields will be the most used, but the greatest appreciation will be [for] the trail system. It will be a very aesthetic walking trail with a pedestrian connection to the portion of the Village of Urbana we are developing now. It really melds into the community," Boyle said. Currently, the county only has one park in that region of the county, a 20-acre community park. Phase II of the project has yet to be funded, but plans are for a community building on the site. "In general when you look at the ratio of open space to population, this is just another amenity in a county that has tons of amenities for lifestyle," Boyle said.
