Dick Spohr, Project Director of the Illinois New Principal Mentoring, presented the group's findings last week during a special-called meeting of the Scott County School Board, which was attended by all school principals and newly-elected board members in the school board conference room.
Spohr noted that the employees of Scott County Schools showed a remarkable passion for their chosen vocation.
"We were amazed by the nearly universal passion and commitment we saw in your schools - commitment for success in your students," he explained.
"In order to effectively move a system forward, it requires you view everything through a systems perspective," Spohr continued. "You must think systems...When you do everything from a systems perspective inherent in that is transparent communication with all the subgroups and stakeholders...It will virtually guarantee equity throughout the parts."
He stated that collaborative leadership in broad terms meant that leaders needed to be developed and heard throughout the system.
Spohr noted that very few systems meet the highest standard of highly functional and labeled Scott County Public Schools as "operational. By AdvancED standards, operational means a school division is demonstrating the standard and using practices commonly found in other schools.
He stressed the team's recommendation for accreditation would be send to the organization's next level for final determination.

Dick Spohr
Dick Spohr has been a high school teacher, coach and administrator for over thirty years.His wife Ruth and he began dating at Unity High School in Mendon, Illinois during his junior year.They married in college and returned to the same school where he taught algebra, chemistry and physics in addition to coaching basketball.A couple years at Plano High School as a dean and coach followed before moving to Iowa.There he was a research assistant at the University of Iowa and later the assistant principal at Burlington High School.They returned to Illinois in 1979 when Dick became principal of Carlinville High School, recently retiring in the spring of 2001.During his career Dick has been a member of PDK, the Illinois Principals Association, the National Association of Secondary School Principals and the National Association of Elementary School Principals.It was his privilege to serve as the President of the Illinois Principals Association, Chairman of the School Management Alliance PAC, on the Illinois North Central Association State Committee, Co-chair of the Education to Careers Steering Committee, and Co-chair of the Illinois Workforce Investment Board State Youth Council.Highlights of the past two decades in Illinois are being named the Met Life - NASSP 1997 State Principal of the Year and Carlinville High School being designated a 1999-2000 US Department of Education Blue Ribbon School.In addition to working with the Illinois Reading Council, Dick continues to work with the University of Illinois in conjunction with the North Central Association.He also does Illinois Administrator Academy presentations and other public speaking events. Ruth and Dick have two daughters and four grandchildren.The time spent with them is the most precious moments they have.In spite of intense study and indifferent practice he remains one of the world's worse, albeit, happy golf
