Pastor Law was born in Hong Kong in 1944. He attended Concordia High School in Hong Kong and was graduated from Concordia Theological Seminary in Hong Kong in 1969. In 1977, he was awarded the Master's Degree in Social Work from Washington University in St. Louis, Missouri. He also completed course work for the Doctor of Ministry program at Andover Newton Theological School in Newton, Massachusetts between 1990 and 1994. He was married to Wendy Siu Fung Chan in 1973. The Laws have two grown sons, Eric and Steve.
From 1969 to 1975, Pastor Law served as pastor of St. Matthew's Lutheran Church in Ngau Tau Kok, Kowloon, Hong Kong. After receiving his social work degree in 1977, he returned Hong Kong to engage full time in social ministry and became the founding director of Hong Kong Lutheran Social Services of the Lutheran Church - Hong Kong Synod, positions he held until August, 1985. From 1985 to 1989 he served as Executive Director of World Vision of Hong Kong, a member organization of World Vision International, a Christian humanitarian social service agency serving the needy in third world countries.
During Pastor Law's full time service in social ministry activities (through August, 1989), he also served as minister-in-charge of the Sharon Lutheran Church in Tai Kok Tsui, Kowloon, Hong Kong . He was elected first vice president of the Lutheran Church - Hong Kong Synod in 1982. He also was the department head of Lay Training for Concordia Theological Seminary in Hong Kong and the Youth Councilor for the Synod. He also has served as supervisor and chairman of the boards for several schools of the Synod.
Pastor Law arrived in Quincy in September, 1989. Since that time he has continued to develop programs which serve local Asian immigrants. He expanded church-based ESL programs to local Chinese residents, and he started a drop in social center for seniors in the church basement, as well as a family outreach program to Asian immigrants. The Asian American Service Association was incorporated in 1996 of which he serves as executive director in addition to work as parish pastor. Pastor Law received the 1997 Governor's New American Appreciation Award from the state of Massachusetts for his service to senior citizens.
Pastor Law also helped develop the Chinese Ministry program of the Lutheran Church, Missouri Synod, now known as "Chinese Lutherans In Mission Building.

The emigration of 4,000 Jewish children from Bulgaria for whom Palestine visas have already been secured and the removal of Polish refugees from Iron, may be among the results of the Bermuda Conference now in session here, it was indicated today by Richard K. Law, head of the British delegation, addressing a press conference.
Under-Secretary Law declared that negotiations with Turkey for the admission of the Jewish children from Bulgaria are continuing. He jointed out, however, that "Turkey has its own trans portation troubles."

Mr. Law, at his press conference today, declared that the "whole scope of discussion" with Dr. Dodds was satisfactory, and that the leaders of the two delegations have reached agreement "on a great many points."

"We must take great care to see that we are not betrayed by our feelings of humanity and compassion into courses of action which at best would postpone the day of liberation, and at worst might make liberation forever impossible," Mr. Law said. "There are, no doubt, a number of things which we might attempt to alleviate the condition of the persecuted peoples, but if any one of those things were to postpone by a month the achievement of victory, we should be doing an ill service to those very people whom we wish to help."
Expressing his views on what the outcome of the Bermuda parley will be, Mr. Law stated; "We are hopeful that two things at least we shall be able to achieve.
