WASHINGTON, Sept. 8 /PRNewswire / -- Federal Mediation and Conciliation Service (FMCS) Director C. Richard Barnes announced today the appointment of Richard R. Giacolone as Director, International and Dispute Resolution Services effective October 1, 2000.

In this position, Mr. Giacolone will be responsible for the delivery of domestic Alternative Dispute Resolution programs and international labor relations and dispute resolution activities.
Mr. Giacolone, a labor relations professional for the past 20 years, has extensive international and labor relations experience and brings extraordinary knowledge to this position, Barnes said.Prior to this appointment, Mr. Giacolone served as Special Assistant to the FMCS Director and as a Commissioned Mediator in the FMCS Chesapeake, Virginia, field station.
Before receiving his Commission with FMCS, Rich held the position of Labor Relations Advisor with the Office of Civilian Personnel Management, Department of the Navy.Prior to that time, he held numerous positions of increasing responsibility in the labor relations field representing management.
Mr. Giacolone's international experience includes developing and presenting programs in numerous international settings such as : Bermuda, Cuba, Puerto Rico, Panama, Dominican Republic, Trinidad and Tobago, Iceland, Italy, Sweden, Belgium, Ireland and the United Kingdom.
He received his Bachelor of Science Degree in Industrial Psychology in 1979 and a Masters of Public Administration Degree in 1984 from Old Dominion University.
Richard's academic background also includes the position of Adjunct Faculty Member at Tidewater Community College and Old Dominion University, where he taught courses in collective bargaining, labor relations and arbitration.
