Rich Giacolone was appointed Special Assistant to the Director of FMCS effective September 1, 1998.As Special Assistant he is responsible for the International/ADR Department, the FMCS Institute and FMCS Activities in the Republic of Panama relating to the transition of the Panama Canal.Prior to his appointment he was assigned to the position of Commissioner in the Chesapeake, Virginia field office of FMCS. Before receiving his Commission with FMCS, Rich was a Labor Relations Advisor with the Office of Civilian Personnel Management, Department of the Navy.His Navy background also includes holding the positions of Head, Labor Relations, Naval Base Norfolk, and Labor Relations Specialist at the Norfolk Naval Shipyard. Rich has served on the Faculty of Tidewater Community College and Old Dominion University, teaching courses in collective bargaining.Rich received his undergraduate degree in Industrial Psychology in 1979 and his Masters of Public Administration with an emphasis in Human Relations in 1984.
